About us

Juul Labs is a thriving team of scientists, engineers, designers and professionals who are committed to offering adult smokers alternatives to combustible cigarettes, while combating underage use of our products. JUUL products are designed to transition adult smokers from combustible cigarettes by providing a competitive nicotine experience. Product Juul Labs’ technology was developed in support of our mission. The JUUL product consists of two main components: e-liquid and the JUUL device. JUUL e-liquid aims to provide a nicotine experience similar to combustible cigarette use. The JUUL device is built to deliver this e-liquid as a vapor while maintaining a low temperature regulation system designed to minimize combustion. Revolutionary thinking Adam Bowen and James Monsees co-founded Juul Labs when they applied their background in product design to the challenge of finding a true alternative to smoking combustible cigarettes. As smokers for many years, they could find no acceptable alternative. Adam and James recognized an opportunity to apply industrial design to the tobacco industry. The result was the JUUL product. Our commitment We understand that trust in our company and category has eroded with our stakeholders and it is our responsibility to earn back that trust through our actions. To earn a license to operate in society, we are putting stakeholder trust at the center of what we do and make choices that are informed by the views of our stakeholders, including and especially our regulators. Our intent Our customer base is the world’s one billion adult smokers. We do not want any non-nicotine users, especially those underage, to try our products as they exist only to transition the world’s one billion adult smokers away from combustible cigarettes. We believe smokers should first and foremost quit. But for those who cannot or will not quit, access to alternatives to combustible cigarettes and accurate information about those alternatives is critical.

  • Switching adults who smoke away from cigarettes is an urgent public health priority that requires a scientifically rigorous and efficient regulatory process to ensure the 28 million Americans who still smoke have access to a range of authorized, high quality, smokefree alternatives. The FDA is the ultimate gatekeeper to determine what products are "appropriate for the protection of public health," (APPH) and streamlining the review process to make it more transparent and efficient will provide needed guidance to responsible manufacturers of all sizes. Juul Labs respects the role of FDA's Center for Tobacco Products in making decisions to protect public health. As Michael Fisher explained to Food and Drug Law Institute (FDLI) today, we encourage the FDA to take steps to clearly define and operationalize the "appropriate for the protection of public health" (APPH) standard to reduce tobacco-related death and disease. By doing so, FDA can improve the regulatory process so adults who smoke have access to an orderly, legal marketplace where they can confidently choose from a wide array of smokefree products to help them transition off of cigarettes.

  • Smoking remains the leading cause of preventable chronic disease in the US and is a critical public health priority. Making America Healthy Again begins with ending the smoking epidemic.  While smoking rates in the US have declined among Americans under age 55, smoking rates for Americans over 55 have remained largely stable for the last 25 years. This group should be a key focus for FDA, which has a significant opportunity to bring smoking rates down across the board. As Robyn Gougelet explained at Food and Drug Law Institute (FDLI) yesterday, high quality, scientifically validated, and regulatorily compliant vapor products have helped switch millions of adult smokers away from cigarettes. This is a major victory for public health and Juul Labs is proud to be part of the solution.

    Today, the U.S. Food and Drug Administration (FDA) issued marketing granted orders (MGOs) for the on-market JUUL System through the Premarket Tobacco Product Application (PMTA) process. This is a significant step forward in our mission to make combustible cigarettes obsolete. More than two million American adults who smoked have switched completely from deadly cigarettes with the help of JUUL products. Today’s authorizations of our leading vapor brand enable millions more to make the switch and validate our commitment to developing alternative nicotine products backed by rigorous research and responsible marketing practices. We're committed to continuing our efforts to reduce underage use, which is already at its lowest point in over a decade, with underage use of JUUL products down by more than 98% since 2019. We will not ease off the efforts that contributed to that achievement. We support category-wide standards to limit access by those underage to all tobacco products. While today marks an important milestone for our company and our consumers, we’re looking to what’s next and have many more FDA submissions planned. Over the past decade, our product design team in Silicon Valley has been working on a next generation of JUUL products to provide adults who smoke with preferred alternatives to cigarettes. This includes updates to our current JUUL System and the introduction of our next-generation JUUL2 platform. The end of smoking in America is within our grasp.     We are announcing today that our company has re-launched its presence on X (formerly Twitter) as @JuulLabsInc. Our X account will be dedicated to fostering discussion around how technological innovation and product stewardship can advance our mission to transition the world's billion adult smokers away from combustible cigarettes, eliminate their use, and combat underage use of our products. https://x.com/JuulLabsInc Juul Labs last posted on X in August 2019. Since then, the U.S. tobacco and nicotine market has changed dramatically. As we reflect on the evolution of the market over these past five and a half years, we believe it is time to re-enter the dialogue on X. In coming to this conclusion, we note the following: 1. Youth vaping is down significantly. Youth use of vapor products is at its lowest level in ten years, and youth use of JUUL products is down 98% to roughly one half of one percent. 2 Adults are switching to less harmful nicotine products. Adults who smoke in the U.S. have been moving away from cigarettes, with millions choosing to use nicotine from smokefree alternatives – a major win for public health. 3. Regulatory and enforcement efforts have not kept pace with either innovations by responsible manufacturers or smuggling operations by illegal actors. Current estimates reveal that 60-80%+ of the U.S. vapor market is illicit and unregulated. Tens of millions of illegal, untested vapor products are flooding U.S. borders, mostly from Chinese companies with professionalized smuggling operations that have no incentive or interest in participating in a responsibly regulated marketplace. Meanwhile, FDA has authorized just 34 vapor product SKUs, most of which come only in tobacco flavors. 4. Misperceptions around nicotine have intensified. The public labors under significant misperceptions about the relative risks of a broad range of smokefree alternatives relative to combustible cigarettes. These misperceptions have a real impact on the potential public health benefit that smokefree products present. In particular, misperceptions affect the willingness of adults who smoke to purchase smokefree products and eventually switch away from deadly cigarettes. American adults deserve a wide array of scientifically-validated alternative nicotine products, including in responsibly-marketed flavors, to displace the illegal market.     A report from Reuters reveals that illegal, unauthorized vapes in the U.S. accounted for a staggering $2.4 billion in sales in 2024. While this amount is concerning on its own, it’s likely a substantial underestimate of the true number. Juul Labs’ analysis of similar Circana data puts that estimate closer to $3.1 billion in 2024. And that’s just in the physical brick-and-mortar channels that Circana tracks (food / drug / mass merchandise / chain convenience / a few independent retailers). When factoring in all channels through which people are purchasing vapes (e.g. adding independent retailers / vape shops / online retailers / other specialty retailers) we estimate the total size of the illegal market is closer to $9 billion annually, representing at least 60% of the U.S. e-vapor category.    Whatever the precise market share, there is no question that the unchecked growth of illegal products undermines U.S. regulatory efforts and puts consumer safety at risk. These products circumvent FDA’s authorization process and avoid crucial health and quality checks designed to protect the public. By comparison, U.S.-based manufacturers have spent billions of dollars investing in high quality and rigorously-tested devices and liquids. To date, FDA has only authorized 34 tobacco- or menthol-flavored vape products, despite the millions of smoke-free alternatives that have submitted applications. Adult Americans who smoke deserve a broad array of scientifically-validated, appealing alternatives to cigarettes, not illegal products that have been smuggled into the country with no oversight of their quality or safety which FDA has stated may be associated with a greater public health risk (see, 89 Fed. Reg., August 16, 2024, at 66647).   https://lnkd.in/gPFgRzMg
