Compiler: Add infrastructure to skip functions
When trying to compile a function in the compiler, sometimes, the
outcome is neither successful compilation nor an error. Introduce
skiping functions for those cases.
When a function is skipped its compilation has not failed. Skipping is
therefore allowed in strict mode.
