CMake: Take new feature doc_snippets into use
qtbase commit ef12478f498503 did add a doc_snippet feature.
Let's use it.
The additional limitations regarding static builds
should be done in the feature definition. For the CMake
version check, we will update to CMake 22 as minimum version.
